The Challenge

When crowd density exceeds the capacity of a street, plaza, or route, movement slows, exits become harder to reach, communication breaks down, and the risk of injury from crushing, falls, panic, or emergency vehicle delays increases. If demonstrations are unsafe or ineffective because of overcrowding, you also see broader civic consequences, including reduced public participation, greater strain on emergency services, and increased barriers to people exercising their rights in public spaces.

Challenge Question

How might we address overcrowding and crowd-flow risks at local protests so that community organizers working with the NYCLU and fire department can hold safer, more effective demonstrations in our community?

Learning Partners and Clients

The New York Civil Liberties Union will serve as the primary client, giving students an authentic audience for their research-based recommendations on protest crowd safety and effective organizing. The fire department will act as a learning partner by helping students understand emergency planning, crowd flow risks, capacity limits, and safety protocols for public gatherings. Together, these partners connect students’ scientific investigation and design work to real community needs and provide feedback on the feasibility, ethics, and public impact of their proposed protest safety practices.
