Students work through a fast scenario challenge about a Kentucky issue such as flood recovery, school funding, or road safety using a short evidence packet with a state website excerpt, news article snippet, quote, and image. Small groups decide how a governor should respond, cite at least two pieces of evidence in a quick defense, and then the class connects those choices to the driving question. Students end by naming one Kentucky governor they may study and writing one focused research question for Phase 2 in their research notebook.
