Students watch a short local city council meeting clip, then use a briefing packet, stakeholder chart, and CER evidence log to identify the core policy problem, affected groups, and the strongest relevant concepts: tradeoffs, externalities, taxes, elasticity, and monopsony. In small advisory teams, they sort confirming and disconfirming evidence, evaluate which data points are most credible, and draft one provisional policy claim plus one likely counterargument. Teams then give feedback to 2 peers, receive feedback, and revise their claim and reasoning before submitting a launch checkpoint for instructor approval.
