Students identify the people who will directly use or be affected by their reporting, such as Chicago residents, nearby workers, transit riders, local business owners, or decision-makers comparing tradeoffs. They describe user needs, values, and access preferences, then explain how a podcast segment and dossier could reach those users effectively.
