Students hear a live or recorded message from Teach Democracy about civic voice, public audience, and responsible advocacy, then examine 3 short issue packets with mixed-quality sources on topics such as mental health, environmental justice, and stereotypes. In small groups, they discuss which claims seem supportable, which evidence feels weak, and what ethical risks appear when representing people and communities. Each student submits an issue interest card with a tentative topic, one question to investigate, and one concern about fair representation; this serves as the phase checkpoint.
