🧩 Claim Map Draft

Students build an initial claim map on paper or a shared digital canvas with a main policy claim, 2-3 reasons, one concern about unintended consequences, and a first counterargument. The map must connect the issue to freedom, equality, and safety and identify which level of government should act. This work becomes the first draft of each student's policy argument portfolio and informs team bill decisions later.
