🧠 CER Warrant Builder

Students unpack model policy arguments and then convert their own claim-evidence notes into full claim-evidence-reasoning chains with explicit warrants. Using color-coded evidence logs, bill excerpts, testimony clips, and community data from earlier phases, they identify where reasoning is missing or where evidence does not fully support the claim. Each student produces a revised argument frame with at least one counterargument and one rebuttal sentence.
