🧭 Challenge Definition

Using evidence from the runoff model, a short Chicago case excerpt, and a stakeholder quote set, students draft a written explanation of the stormwater challenge, who it affects, and why it matters in their community. They must include multiple perspectives, at least three pieces of evidence, and end with a clear "How can we…, so that…" challenge question. Students complete a quick partner check to confirm their question names the problem rather than jumping to a solution.
