⚖️ Counterclaim and Rebuttal Build

Students revisit the strongest challenge they identified in the previous phase and analyze whether it reflects a real policy trade-off, competing priority, or limitation in their own reasoning. After a brief teacher model, they draft one fair counterargument and one evidence-based rebuttal that responds directly to the challenge without misrepresenting it. Students must use source notes and stakeholder analysis to show whose perspective the counterargument represents.
