✍️ First Claim Peer Tuning

Students draft an initial claim statement and 2-part CER frame answering what makes student voice powerful enough to move others to act. In a structured feedback round, each student gives feedback to 2 peers, receives feedback on clarity and evidence, and revises the claim before submitting it as a phase checkpoint. The teacher reviews revised claims to confirm each student has an arguable position grounded in evidence before the next phase.
