🔍 Peer Review of Investigation Plans

Teams exchange plans in a peer-review protocol modeled after a short scientific methods check. Each team gives feedback to 2 peers on question quality, method fit, evidence criteria, and whether the plan could actually produce reliable data; then they receive comments and revise. Revised plans are submitted with a brief response note explaining which suggestions were accepted, rejected, or postponed and why.
