Students work in teams with rule cards drawn from school expectations, community policies, and simplified Justinian-style laws, sorting them into fairness, safety, and power categories on chart paper. Teams then use their sorted sets in a fast whole-class mini community case to see how different rules change outcomes, followed by a short debrief around the driving question. Each student records at least two observations and one investigable question in a Justinian Investigation Notebook.
