Students refine their assigned neighborhood inquiry into one focused research question, one provisional claim, and 2-3 subquestions using their Phase 2 notes, mystery sources, and community challenge ideas. The class models how to tighten broad topics into questions that can be answered with documents, interview evidence, maps, and local environmental data. Students record what evidence would confirm, complicate, or challenge their early thinking.
