Students create a one-page investigation plan that names their question, hypothesis, target sources, note-taking structure, and a draft sequence for storyboard panels from 1911 to 1949. In pairs, they use a checklist to review whether the plan can produce traceable evidence and a defensible claim, then give feedback to 2 peers, receive feedback, and revise. The teacher conducts a milestone conference to approve plans before students move to full evidence collection.
