Students take roles as residents, lenders, planners, and archivists in a fast city council hearing using source cards, a projected HOLC map excerpt, brief property record snippets, and neighborhood investment data. Teams make rapid decisions about loans, services, and housing access, then confront how those decisions align or conflict with the historical record. The instructor closes by introducing the gallery challenge, the essential question, and the Redlining Investigation Notebook as the running record for claims, evidence, and revisions.
