Students complete a milestone review of their Investigation Notebook and team draft panel. They must show that their question is supported by a balanced set of sources, that claims are traceable, and that at least one conflicting or uncertain piece of evidence is documented honestly. Students who meet the benchmark move forward with their current evidence set; others use targeted revision notes before Phase 5.
