📝 Method Plan Peer Protocol

Teams draft a one-page methodology plan that lists their question, hypothesis, data sources, variables, neighborhood comparison approach, graph choices, and bias checks. They run a structured critique cycle in which each team gives feedback to 2 peers, receives feedback, and revises using colored comments and revision notes in the notebook. The revised plan becomes the working guide for upcoming data collection and analysis.
