🧭 Evidence Clusters and Need Statements

In teams, students spread out story-circle notes, quotes, observations, and issue cards from Phase 2, then cluster them into patterns such as fairness, honesty, power, or belonging. They label each cluster, identify one audience need, and separate evidence from assumptions using two colors of sticky notes. Each team creates a visible theme board with a short need statement grounded in direct user evidence.
