✅ Evidence Plan Method Gate

Students submit a finalized evidence plan packet that includes the observation tool, coding key, CER prompt set, source list, and a short rationale for why the method fits their question and hypothesis. They complete a brief readiness check in which they defend their categories, describe limits in their method, and identify what evidence would weaken their claim. Approved plans move forward to evidence collection.
