Individually, students complete a four-quadrant empathy map (Says, Thinks, Does, Feels) about the interviewed staff member using their notes. They highlight where the legislative (makes rules), executive (carries out rules), and judicial (interprets rules) branches appear in the story. Students add one personal connection sentence at the bottom: "Government helps me when…" This artifact becomes evidence for defining a user-centered problem in the next phase.
