In small groups, students lay out key quotes from their empathy maps (at least 2 per person) on sticky notes. They cluster quotes into themes such as "parks and playgrounds," "school rules," or "community safety," and label each cluster. Using a sentence frame, teams draft one "How Might We" question focused on helping community members better understand how the legislative, executive, and judicial branches impact one real daily-life issue. Groups write a 5–6 sentence rationale citing at least three direct quotes as evidence. Teams then swap statements with another group for a quick evidence-check protocol before revising.
