Teams create a decision matrix comparing their top 6–8 ideas against criteria derived from user interviews (e.g., affordability, maintenance burden, cooling impact, flood reduction, ecological benefit). Criteria are weighted based on documented user quotes. Teams score each concept using evidence from research and testing plans, then select their top 2–3 concepts for prototyping in Phase 4.
